Bollinger Mandeville is home to Business Development, which includes a full complement of Technical Design Engineers, Program Managers, and Estimating Department. The group is responsible for all commercial and government new construction proposals and bids for Bollinger Shipyards.

Bollinger Mandeville is responsible for all engineering and program management of the current industry studies contracts for the U.S. Government.

Bollinger Engineering

The Engineering department is well recognized for providing high-quality commercial vessels for the offshore industry, as well as a wealth of experience, systems sophistication, and in-place management processes to support current military acquisition programs.

Estimating Group

The Estimating Group is responsible for all new construction cost estimates on commercial and government projects; including pre-construction review of specifications, drawing packages, and contract documents, technical, cost, and management proposal preparation; and coordination with program management and purchasing departments to complete budgets after contract award.

Bollinger’s ISO controlled cost estimating process establishes the controls and requirements for the preparation, review, and approval of cost estimates.

Technical Design Group

The Technical Design Group includes a team of experienced Naval Architects, Engineers, Designers, and Drafters who support all new construction bid and proposal efforts for both commercial and Government programs.

The experienced staff is knowledgeable in all types of marine vessels from commercial tank barges, tug boats, and offshore supply vessels to lightweight aluminum catamarans, high-speed coastal patrol, and small naval vessels and offers technical expertise to support customer inquiries from the preliminary design development through to contract execution.

Bollinger’s Technical Design group has the complete range of skills; expertise and software needed to quickly and accurately evaluate customer requests for proposals, prepare bids, develop functional designs, and provide supplemental support, as needed, to our Lockport Engineering Group.

The management of our ship design processes, supported by established configuration management and protocols, facilitates systematic coordination of activities and timely exchanges of information.

Design development through balance-checked iterations and trade-offs to achieve optimization is the foundational strategy for delivering affordable, compliant, and certifiable offerings to our customers.
