USCGC Florence Finch is the second of two FRCs to be homeported in Astoria, OR
LOCKPORT, La., — (June 13, 2024) – Bollinger Shipyards (“Bollinger”) today delivered the USCGC Florence Finch to the U.S. Coast Guard in Key West, Florida. This is the 183rd vessel Bollinger has delivered to the U.S. Coast Guard over a 40-year period and the 57th Fast Response Cutter (“FRC”) delivered under the current program.

The USCGC Florence Finch is the second of two FRCs to be homeported in Sector Columbia River, which is known as “The Protectors of the Pacific Northwest.” The sector is responsible for coastal safety, security, and environmental protection, as well as protecting and securing vital infrastructure, rescuing mariners in peril at sea, enforcing federal law, maintaining navigable waterways, and responding to all hazards impacting the maritime transportation system along the Oregon coast.
Last month, the U.S. Coast Guard exercised a contract option to award Bollinger two additional Sentinel-Class Fast Response Cutters (FRC). This announcement brings the total number of FRCs awarded to Bollinger up to 67 vessels since the program’s inception. To date, the U.S. Coast Guard has commissioned 55 FRCs into operational service. Both FRCs will be built at Bollinger’s Lockport, La. facility that supports over 650 direct jobs in Lafourche Parish out of the nearly 4,000 shipbuilders supporting Bollinger’s 13 facilities across Louisiana and Mississippi.

That being said, these additional vessels allow for the continued prosperity and economic well-being for over 650 families in South Louisiana. Each FRC is named for an enlisted Coast Guard hero who distinguished themselves in the line of duty. A member of the Coast Guard Women’s Reserve, Finch was awarded the Asiatic-Pacific Campaign Ribbon, the first woman to be so decorated. She was also awarded the Medal of Freedom in November 1947 for meritorious service which had aided the United States in the prosecution of the war against the Japanese in the Philippine Islands, from June 1942 to February 1945. Upon the Japanese occupation of the Philippine Islands, Mrs. Finch believing she could be of more assistance outside the prison camp, refused to disclose her United States citizenship. She displayed outstanding courage and marked resourcefulness in providing vitally needed food, medicine, and supplies for American Prisoners of War and internees, and in sabotaging Japanese stocks of critical items. She constantly risked her life in secretly furnishing money and clothing to American Prisoners of War, and in carrying communications for them. As a result, she was apprehended by the Japanese, tortured, and imprisoned until rescued by American troops. Through her inspiring bravery, resourcefulness, and devotion to the cause of freedom, Mrs. Finch made a distinct contribution to the welfare and morale of American Prisoners of War on Luzon.
ABOUT THE FAST RESPONSE CUTTER PLATFORM
The FRC is an operational “game changer,” according to senior Coast Guard officials. FRCs are consistently being deployed in support of the full range of missions within the United States Coast Guard and other branches of our Armed Services due to its exceptional performance, expanded operational reach and capabilities, and ability to transform and adapt to the mission. FRCs have conducted operations as far as the Marshall Islands—a 4,400 nautical mile trip from their homeport. Measuring in at 154 feet, FRCs have a flank speed of 28 knots, state of the art C4ISR suite (Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance), and stern launch and recovery ramp for a 26-foot, over-the-horizon interceptor cutter boat.
