C5ISR Engineering Program Manager (Hybrid Schedule Available)
Overview: The C5ISR (C5) Program Manager leads all aspects of C5 Systems Engineering for major Government Shipbuilding programs, including communications, network engineering, command/control, combat systems, cybersecurity, and testing/integration. The Program Manager will be responsible for coordinating across multiple stakeholders, managing subcontracts, developing project plans, and ensuring vessel compliance with all technical and regulatory requirements.
Key Responsibilities:
- Lead and manage all C5 Systems Engineering efforts, including subcontracts with integration and electrical engineering vendors.
- Develop and control project timelines, budgets, and technical milestones across multiple projects.
- Oversee requirements analysis, ensuring compliance with C5 engineering principles, customer specifications, and regulatory standards.
- Serve as the C5 point of contact for the Customer, Program Management Office, Production, Purchasing, and Regulatory Authorities.
- Participate in business development and estimating activities related to C5 engineering.
- Manage C5 deliverables such as system architectures, requirement allocations, and supplier engagement.
- Provide guidance through technical design meetings and maintain documentation of all risks, issues, and opportunities.
- Ensure all contractual C5 requirements are met during production, testing, and delivery phases.
- Promote ethical standards and uphold Bollinger Shipyards Code of Ethics.
Typical Duties:
- Act as the C5 Subject Matter Expert (SME) during program proposals.
- Deconstruct C5 contractual requirements and align them with deliverables.
- Oversee C5 activities, including subcontractor performance and compliance.
- Conduct risk analysis, estimating project costs, timelines, and training needs.
- Prepare C5 project reports, communication, and documentation.
- Support subcontracting efforts through SOW and technical reviews.
- Monitor the physical progress of C5 deliverables.
- Interface with government entities to manage change orders and configuration management.
Required Knowledge, Skills & Abilities:
- Strong leadership and communication skills.
- Ability to manage diverse teams and lead effective corrective actions.
- Excellent verbal and written communication skills.
- Must be a U.S. citizen eligible for a Secret Government Clearance.
Experience & Training:
- Bachelor’s degree in electrical/electronic engineering or a related field.
- 8+ years of C5 experience in system design, development, analysis, and integration.
- Preferred experience in Federal Government Contracting environments.
